The discovery of the "zombie" began long before the outbreaks which have recently occurred, and it wasn't a "surprise" or something we "couldn't have ever imagined." In fact, it has been in development for quite some time, in another area of the world. The location was a secluded island 200 miles offshore from Tokyo, Japan. It doesn't show up on maps, or GPS, and it has jammers all around it to prevent it's discovery. Those who aren't welcomed wind up dead, sinking to the bottom of the sea, and those who survive become mice to their snake project.
The island's middle contains a very dense forest, and the western half of the forest has a large crevice going out in front of it, that descends just far enough that a climb out is impossible. In that forest, a section has been cleared to make way for a giant building, designed to withstand strong attacks, and is being used as a lab for a joint-governmental operation known simply as Project: Sakura. The people who live there are biologists, the top in their field, and they are there to study one organism, the virus that produces the "zombies", and of course, the zombie itself. They have been studying in quiet, making some minor tweaks to the virus in other specimens, and monitoring the effects. That is, until now.
The zombies had been bred up until this point for one purpose: to become the perfect, end-all, military movement. They would single handedly usher in an age of a world-wide government. The only problem was that the only field test that was available, was a catastrophic failure.
The first attempt at releasing the zombies on the world from the lab was an attack on the Chinese. It failed miserably, ending within the first 15 minutes of the attack by an onslaught of fire from Chinese snipers. They are trained to aim for the head, the deadliest of shots, and coincidentally the only type of attack that can permanently destroy a zombie. The superiors were indeed angry at this, but decided to let the project run on, as the ideal of a world-leader was too much to give up based off one failure. The scientists there were instructed to modify the virus, and so more were flown in to the island to help with this process. They made modifications to the zombies, modifications that made them stronger, faster, more durable, and more mentally developed. Of course, this process came about as a result of trial and error.
What they didn't anticipate was that this increase of power to the zombie masses they had created would work against them, and ultimately, cause their death.
Eventually, due to lax security, one zombie from the exterior modifications sector broke out of it's cell, and attacked a guard. The fresh blood provoked the other zombies, and they started to pound on their cells, and now they were strong enough to actually bend the bars. They were set free, and began to lead an attack on the facility. They completely tore apart the exterior modifications lab, and broke into the extra-viral sector before the problem was put down. Many died in that attack, and some even fled. The one's who had came into contact with the zombies were exterminated, and in hopes of avoiding death, an additional 5 scientists fled, heading back to their respective countries, spreading the virus to more continents. But those threats were exterminated nearly instantly, since their host countries were in fact a part of the joint project.

Another field test would be done, but the location had to be somewhere that was major, and was technologically and militarily advanced. So it was decided that the next field test would be done in the United States, in the city named Clearview City. The zombies were restrained and kept in small, restrictive cells. Many air vehicles were used to transfer the zombies into the outskirts of Clearview City. The first actually went away from the city, towards rural towns. This would be a blessing and a curse, since there was a warning before the battle that was to come, but there would be more zombies due to feeding. Eventually, the zombies made their way towards the more heavily populated Clearview City, from nearly all directions.
